Establishment & Vigilance

ESTABLISHMENT

Establishment Division deals with all service related matters in respect of officers/official of the Ministry of Tribal Affairs such as recruitment, promotion, pension related matters, nomination of officers for various training programmes, leave travel concession, maintenance of leave record, annual performance appraisal reports, immovable property returns, framing and reviewing of Recruitment Rules for the posts under MoTA, etc.


VIGILANCE

The Ministry's vigilance is undertaken by the Joint Secretary (Admin) in assistance with the Secretary of the Ministry. The Joint Secretary (Admin) acts as a mediator between the Ministry & the Central Vigilance Commission (CVC). One Deputy Secretary (Admin) also assist the CVO i.e. the Joint Secretary (Admin) in carring out his functions. Every year, the ministry observes a "Vigilance Awareness Week".

MULTILATERAL BODIES

United Nations Development Programme (UNDP) Project -‘Strengthening National Capacities in Tribal Areas’

The project aims to ensure that excluded groups benefit from the inclusive agenda of the Government of India through strengthening capacities of communities to demand and access entitlements and ensuring that the decentralized institutions deliver timely and stigma-free services. The project also aims to facilitate inter-ministerial convergence for effective integration of the tribal agenda, particularly on the issues of health, education and livelihood. Legal counsel and advice aim to uphold the principles of the Forest Rights Act and prevention of wrongful dispossession. The project works at the national level and at the state level (in Chhattisgarh, Jharkhand, Maharashtra and Odisha) with a total budget of US$ 3.20 million. The project started in 2013 and will end in 2017.

Post Matric Scholarships To St Students

This is a Centrally Sponsored Schemes implemented through States/UTs. Funds are released by this Ministry to the State Governments/UTs based on their receipt of applications; verification and disbursement of scholarship to eligible ST students are done by the States/UTs. The scholarships to eligible students are disbursed to eligible students directly to their bank accounts through DBT. The scholarship criteria is as under:

  • Applicable to students who are studying in any recognized course from a recognized institution for which qualification is Matriculation/Class X or above. Priority is given for girls.
  • Parental income from all sources should be less than Rs.2.50 lakhs per annum.
  • Compulsory fees charged by educational institutions are reimbursed subject to the limit fixed by the concerned State Fee fixation committee and scholarship amount of Rs.230 to Rs.1200 per month, depending upon the course of study is paid.
  • Scholarship is distributed through the State Government/UT Administration.
  • Funds shared at the ratio of 75:25 between the Centre and State Governments/UT Administrations and 90:10 for NE and Specially Category States/UTs (UT of Jammu & Kashmir, Himachal Pradesh and Uttarakhand) from 2014-15 onwards and for UT without legislature 100% Share is released by Centre.

National Fellowship & Scholarship For Higher Education Of ST Students:

This is a Central Sector Scheme. Entire funds are released by Central Govt. The scheme has two components i.e., Fellowship and Scholarship.

SCHOLARSHIP FOR HIGHER EDUCATION

  • Scholarship is given to ST students for pursuing studies in prescribed courses in any of the 246 institutions of excellence across the country like IITs, AIIMS, IIMs, NIITs, etc. identified by the Ministry. Priority is given to girls.
  • Total number of scholarships is 1000 per year.
  • Family income from all sources should not exceed Rs.6.00 lakhs per annum.
  • Scholarship amount includes tuition fees, living expenses and allowances for books and computer.

National Fellowship & Scholarship For Higher Education of ST Students

This is a Central Sector Scheme. Entire funds are released by Central Govt. The scheme has two components i.e., Fellowship and Scholarship.

NATIONAL FELLOWSHIP

  • 750 fellowships are provided to ST students each year for pursing
  • Fellowship for M.Phil is provided @ Rs. 25000/- per month and for Ph.D @ Rs.28000/- per month.
  • Contingency for Fellows in Humanities and Social Science is provided @ Rs.10000/- per annum for two year and Rs. 20500/- per annum for the remaining stream
  • Contingency for Fellows in Science, Engineering Technology is provided @ Rs.12000/- per annum for two years and @ 25000/- per annum for the remaining stream
  • Escorts/Reader assistance @ Rs. 2000/- per month is provided in case of physically and visually handicapped candidates
  • HRA as per rules of University/Institution / Colleges

NATIONAL OVERSEAS SCHOLARSHIPS FOR ST CANDIDATES FOR STUDYING ABROAD

The Scheme provides for financial assistance to selected students to pursue Post Graduation, PhD & Post-Doctoral study abroad.

  • A total of 20 awards are given every year. Of these, 17 awards are for STs and 3 awards for students belonging to Particularly Vulnerable Tribal Groups (PVTGs).
  • Parental/family income from all sources should not exceed Rs.6.00 lakhs per annum.
  • Disbursement of scholarships through the Ministry of External Affairs/ Indian Missions abroad.

DBT

Ministry of Tribal Affairs is fully committed to the smooth and effective implementation of the Direct Benefits Transfer (DBT). DBT aims to bring transparency, eliminate misuse of funds and enable enhanced monitoring of the Schemes implemented by the Government of India .In DBT ,benefit is being directly transferred to the bank accounts of the beneficiaries . Public Finance Management System (PFMS) acts as the common Platform for DBT.

In order to ensure real-time financial disbursement directly to the beneficiaries and agencies and to bring transparency and accountability in such transactions as also to facilitate data sharing, eased communication and improved monitoring mechanism, adopting appropriate digital platform is incumbent as an e-governance tool. Accordingly, MoTA has developed dedicated portals in line with the resolve of the Government towards digital India to realize the motto of the Government to reach the beneficiary directly.

The following scheme has been onboard with DBT Bharat portal and integrated data through Web services.
